Add-on users consume licenses on some instances

Description

Users that are created for Atlassian Connect add-ons which are running without the new user management plugin consume seat licenses.

These add-on users should not be counting towards the license.

Update: this issue has been fixed and is scheduled to be deployed in production on the 28th of April.
