Confluence Upgrade Check: Compatible if upgraded section

Created from support case CSP-56274

I have two instances, development and production, of Confluence v3.4.3. When I visit the Confluence Upgrade Check page/tab, and "check" against 3.4.6 I see the following plugins/macros are flagged:

CustomWare Redirection Plugin (v2.4.1)
Create Page Macro (v1.2.1)
In both cases, upon expanding the listing the upgrade and installed versions match. Clicking the "Upgrade Now" button cycles through the process of downloading and installing the plugin/macro, but there's no change after re-running the check - the two plugin/macros are still listed, the versions match, and the button is available. In addition, why is there no "upgrade all" button, like there is under the "Upgrade" tab?

My Production instance is currently stuck on downloading redirection-plugin-2.4.1.jar when visiting the "Confluence Upgrade Check". I'm unable to cancel it, to be able to re-check or do other operations after clicking the Plugins link in the Administration console.

It was reproduced by a support engineer, with details in the support case for the dev team.
