Duplicated restore content banner may appear on the STP create request form

Description

See the following screenshot:

Steps to reproduce:

  1. Go to STP -> Get Help -> Contact Technical Support

  2. Type in some details on the form, and wait for 1 minute for the content to be cached in browser local storage

  3. Submit the support request, then click start again

Alternatively, the bug can also be reproducible if an error occurred when the support request message (before it is sent to mail queue) is being generated.
