When Hercules Log Scanner cannot download pattern source files or parse them it doesn't notify user

Description

Summary

If Hercules cannot connect to https://confluence.atlassian.com/ it can sit at 0% infinitely and not notify the user.

Steps to Reproduce

  1. Setup JIRA with a non-valid proxy, e.g as per Setting Properties and Options on Startup:

    1 -Dhttp.proxyHost=127.255.255.255 -Dhttp.proxyPort=1234 -Dhttps.proxyHost=127.255.255.255 -Dhttps.proxyPort=1234 -Dhttp.nonProxyHosts=localhost\|*.atlassian.com"
  2. Start JIRA.

  3. Attempt to scan.

Expected Results

There is some feedback to the user that the scan cannot continue.

Actual Results

The progress bar sits at 0% forever and does not notify the user. They're left wondering what's happening rather than being advised CAC is unreachable.
