Plugin loading broken on windows

Description

The office connector build uses cargo to run Confluence for functional tests. The latest snapshot of Confluence can't load bundled plugins on Windows because of this problem in the logs.

1 2 3 4 5 6 7 8 java.io.FileNotFoundException: file:C:\projects\atlassian\OfficeConnector\Zen\target\confluence\confluence-config\confluence-home\bundled-plugins\atlassian-plugin-repository-confluence-plugin-2.1.1.jar (The filename, directory name, or volume label syntax is incorrect) at java.util.zip.ZipFile.open(Native Method) at java.util.zip.ZipFile.<init>(ZipFile.java:203) at java.util.jar.JarFile.<init>(JarFile.java:132) at java.util.jar.JarFile.<init>(JarFile.java:70) at org.codehaus.classworlds.uberjar.protocol.jar.NonLockingJarUrlConnection.getJarFile(NonLockingJarUrlConnection.java:347) at org.codehaus.classworlds.uberjar.protocol.jar.NonLockingJarUrlConnection.setupPathedInputStream(NonLockingJarUrlConnection.java:225) at org.codehaus.classworlds.uberjar.protocol.jar.NonLockingJarUrlConnection.connect(NonLockingJarUrlConnection.java:202)

The file exists. I think it's an issue with the url syntax. I think file:C\.. is incorrect. See this link for some infor on file urls in Windows.
