Help links should direct to application specific help pages

      Description

      The latest versions of JIRA (4.1), Confluence (3.3), FishEye/Crucible (2.3) and Bamboo (2.6) all implement context-sensitive help (as described here: https://extranet.atlassian.com/display/TECHWRITING/Online+help+architecture).

      Help links from the App Links screens should implement this as well, so that we can point customers to the correct version of the App Links documentation, e.g. App Links 3.0 docs.

      Ideally, we should go a step further and improve the implementation, so that UAL can detect which application it is installed into and redirect the user to the appropriate product documentation. For example, if UAL 3.0 is installed in JIRA 4.1, then it will direct users to a page in the JIRA 4.1 admin guide. If we can do this, I will plan for the documentation to be included into each of the product admin guides.
