Refactor how AMPS provides minifiers for JS and CSS code
AMPS will minify the CSS, JS, and XML present in any of the Maven-specified resource folders.
The libraries that AMPS uses to do this are quite old and don't cater for some valid JS and CSS code that they really should.
This story was originally about updating the libraries used to minify various resource types. I have since split it in to a few discrete tasks.
Updating the JS minifier was done in AMPS-1468.
Updating the CSS minifier will be done in AMPS-1515.
Removing YUI Compressor will be done in AMPS v9.
